CPR Hires LA County Bar Association Executive to Lead its DRS Division

The CPR Institute for Dispute Resolution has named Neal Blacker, the former Executive Director of L.A. County Bar Association, as Senior Vice President in charge of Dispute Resolution Services.

In his previous role as Executive Director of Los Angeles County Bar Association Dispute Resolution Services, Mr. Blacker has extensive experience in design,
implementation, management and marketing of sophisticated alternative dispute resolution (ADR) systems at regional and national levels. For many years, he was Northwest Regional Director for the American Arbitration Association. Before becoming the Executive Director of the L.A. Bar program, Blacker had various leadership positions with NASD Regulation, Office of Dispute Resolution.

“Neal has a broad-based knowledge of the needs of corporations, law firms, and professional associations when faced with a dispute that will be highly useful to CPR worldwide,” said Thomas J. Stipanowich, CPR’s President and Chief Executive Officer.

Blacker succeeds John Fleming Kelly, who has been Director of CPR Dispute Resolution Services since June 1995. Kelly, a former partner of the Denver law firm of Holland & Hart, is resigning his CPR position to join the Florida mediation and arbitration group of Upchurch, Watson, White & Max. “Under Jack Kelly’s leadership, CPR’s dispute resolution services achieved national prominence as a standard of excellence. Although he will be missed, our plans for growth and international expansion will build upon on his excellent foundation.”
